President Nominates Michael B. Leavitt as Next Secretary of Health and Human Services

(December 13, 2004) Earlier today, President George W. Bush nominated Michael Leavitt—head of the Environmental Protection Agency (EPA) and former Governor of Utah—to be Secretary of the Department of Health and Human Services. Current Secretary Tommy G. Thompson announced his resignation on December 3.

During his nomination press conference, President Bush praised Mr. Leavitt as a “fine executive” and “a man of great compassion.” “He's an ideal choice to lead one of the largest departments of the United States government.” Mr. Leavitt served as Utah's governor for 11 years before the President appointed him to lead EPA last year.

“I look forward to the implementation of the Medicare prescription drug program in 2006, medical liability reform, and finding ways to reduce the cost of health care,” Mr. Leavitt said. “I am persuaded that we can use technology and innovation to meet our most noble aspirations and not compromise our other values that we hold so dear.”

As of last week, Mark McClellan, MD, PhD—the Administrator of the Centers for Medicare and Medicaid Services—had the inside track for the HHS job, but since he is overseeing the new Medicare prescription drug law—which takes full effect in 2006—President Bush appears to have been reluctant to take Dr. McClellan from his post at this critical time.

Mr. Leavitt, 53, is a father of five and devout Mormon. He graduated with a bachelor's degree in economics and business from Southern Utah University. It appears unlikely that Mr. Leavitt will face a difficult confirmation process in the Senate, since he was confirmed as EPA Administrator by a vote of 88 to 8 last year. Senate hearings on Mr. Leavitt’s nomination will occur early next year.
