Congressional Leaders Indicate Plans for Year-Long Continuing Resolution
The incoming chairmen of the House and Senate Appropriations Committees, Senator Robert Byrd (D-WV) and Representative David Obey (D-WI), have announced that rather than completing the FY 2007 appropriations process when Congress reconvenes in January, Congress will pass a year-long Continuing Resolution (CR).
Prior to adjourning for the remainder of the year, Congress last week passed a CR to fund federal government, including the National Institutes of Health (NIH) at FY 2006 levels through February 15, 2007. Upon returning in January, congressional leaders now expect passage of a CR to fund the federal government at FY 2006 levels through the end of the 2007 fiscal year to be one of their first orders of business.
In response, NIH has issued a notice concerning its Fiscal Operations Plan for FY 2007.
